Functions of Union Parishad



Union Council Functions:

(a) The functions of the Union Parishad are mainly divided into five parts. namely: (1) Municipal Functions (2) Revenue and Administration (3) Publicity and Security (4) Development and Poverty Alleviation and (5) Justice.


(b) Mandatory functions of the Union Council:


(1) To maintain law and order and assist administration in this regard;


(2) taking various measures to suppress crime, disorder and smuggling;


(3) provision of agriculture, tree planting, livestock and animal husbandry, health, cottage industry, irrigation, communication etc.;


(4) expansion of family planning activities;


(5) To develop and ensure the utilization of local resources;


(6) To preserve the property of the people viz., roads, banks, culverts, dams, canals, telephones, electricity, etc.;


(7) To review the development activities of other organizations at the Union level and, if necessary, make recommendations in this regard to the Upazila Nirbahi Officer, Deputy Director, Local Government and District Commissioner;


(8) encouraging people to use sanitary latrines;


(9) Registering births and deaths, blind, beggars, handicapped and destitute;


(10) Conducting all kinds of censuses.


(c) Optional functions of the Union Council:


(1) Provision and maintenance of roads and highways;


(2) provision and maintenance of public places, open spaces, parks and playgrounds;


(3) Lighting of streets, highways and public places;


(4) Planting and conservation of trees in general and trees in particular on public roads, highways and public places


      planting and storage;


(5) maintenance of cemeteries, Shashan Ghats, places of public meeting and other public property;


      management;


(6) provision and preservation of tourist accommodation;


(7) controlling and preventing unauthorized access to public roads, highways and public places;


(8) Stopping and controlling the public roads, rastma, sources in designated places;


(9) Supervision of rivers, forests etc. for the cleanliness of the Union, improvement of sanitary system and


     taking other measures;


(10) Ensuring collection, removal and management of dung and waste;


(11) regulating criminal and dangerous business;


(12) removal and disposal of dead animals;


(13) regulation of animal slaughter;


(14) regulating the construction and reconstruction of buildings in the Union;


(15) Control of dangerous buildings and structures;


(16) Arrangement of wells, water mills, reservoirs, ponds and other water supply works


   save;


(17) taking measures to prevent contamination of drinking water sources;


(18) Use of water from wells, ponds or other places of water supply suspected to be injurious to public health


     classification;


(19) At or near wells, ponds or other places of water supply reserved for drinking water


     Prohibiting or restricting bathing, dressing or bathing of animals;


(20) Planting of hemp, jute or other plants in or near ponds or water supply


      Prohibition;


(21) registration of sale of domestic animals or other animals;


(22) organization of fairs and exhibitions;


(23) observance of public festivals;


(24) relief to widows, orphans, poor and distressed persons;


(25) Promotion of sports;


(26) Adoption of additional food production measures;


(27) environmental management work;


(28) Management of cattle rust control and surveillance;


(29) provision of first aid centres;


(30) provision of libraries and libraries;


(31) Development assistance under the direction of the Deputy Commissioner;


(32) to co-operate with other bodies engaged in similar work like Union Parishads;


(33) For the safety, comfort or convenience of residents or visitors to the Union


       Take necessary action.


(34) promoting and encouraging the development of industrial and social development, co-operative movement and rural industries;


(35) arrangements for fire, flood, storm including hail, earthquake or other natural disasters;


(36) prohibiting or regulating the construction of residential clay bricks, earthenware or other kilns;


(37) Prohibition of excavating stones or other materials in residential areas;


(38) prohibiting or regulating the tanning or tanning of leather within residential areas;


1. To protect the law and order of the union and to give full cooperation to the local administration in this regard.


2. To take necessary steps to suppress crime disorder and smuggling.


3. Promotion of agriculture, plantation, fisheries, animal husbandry, health and family planning activities.


4. Construction of roads, construction and maintenance of bridge culverts.


5. Encouraging people to use sanitary latrines.


6. Registration of births, deaths, blind, beggars and distressed.


7. Conducting all types of census.


8. Helping widows, orphans and the needy.


9. Supply of clean drinking water.
